11/07/08 - Sports Camps and Clinic

 Dear Staff,

This compliance tip comes from a recent NCAA interpretation of bylaw 13.12 Sports Camps and Clinic.

As you know, bylaw 13.12.1.2 Attendance Restriction states the following.

A member institution's sports camp or clinic shall be open to any and all entrants (limited only by number, age, grade level and/or gender).  (Revised: 1/11/89, 1/10/91, 1/11/94, 12/12/06)

Earlier this fall, the NCAA issued the following interpretation on that attendance restriction. (please see interp below). As you will see, the interp is very clear that a camp or clinic can not implicitly or explicitly state that experience or ability is a requirement for attending camp. This interp is getting a lot of attention nationally because what it is literally saying is that Top 400 camps, Elite Camps, Blue Chip camps, etc are not permissible.

I am sure that several of you may have questions about this interp so please feel free to stop by to discuss your plans for any camps this year if you think your plans conflict with the intent of this interpretation. We would like to speak with you on the front end before you advertise any camps so as to avoid any violations.

In the meantime, we will continue to monitor national discussions about this interp. You should also feel free to gather information from your coaching colleagues at other institutions to see how they are addressing this interp if it has been shared with them.

Advertising an Institutional Camp or Clinic (I)

The committee determined that it is not permissible for an institution to advertise or promote an institutional camp or clinic in any way that implies a participant should possess a certain level of experience, skill or ability to attend the camp or clinic (e.g., elite camp, all-star camp, varsity camp, five-star camp, blue-chip camp).
